Bylaws
The New Salem Civic Association was founded in 1939 to promote ...
the "betterment and protection of the area known as New Salem …to foster a spirit of cooperation and mutual helpfulness among its members … and to promote and encourage improvements on the properties."
From the beginning, this goal of "cooperation and mutual helpfulness," as outlined above, has encouraged residents of New Salem to maintain high standards. To assist in maintaining these standards, here are some neighborly courtesies most relevant to this cause. Please be advised that several of these items are mandated and explained in greater detail under section 70 of the Town of North Hempstead Code:
Corner shrubs should be trimmed in such a manner as to ensure the safety of all residents. With the growing number of children in the neighborhood and the opening of Salem School, this is particularly critical.
When fences are necessary, that they be constructed of natural materials, with spaces between the slats, only in rear yards and with a height in compliance with the Town of North Hempstead Code. Corner properties may utilize a reasonable portion of their side lot. Before installing a fence, please consult the Town of North Hempstead code, particularly for properties which are adjacent to a commercial area (i.e. Port Washington Blvd.) or which have swimming pools.
All residents should make their best effort to keep garage doors shut and should make their best effort to bring in their garbage cans, as soon as possible, after their cans are emptied.
All residents should make their best effort to have lawns mowed and the use of related gardening equipment (leaf blowers) restricted to the hours before 5pm, especially on weekends. Please refer to the Town of North Hempstead Code for additional details on this matter.
All residents owning dogs should make their best effort to keep their dog under the owner's control and that owners curb and clean up after their dog.
As a reminder, vehicles registered as "commercial" are not permitted by the Town of North Hempstead to be parked in the street of in a resident driveway overnight.
Thank you for your cooperation in these matters.
